The excise rate itself (2.5%) is uniform statewide and does not vary by county.

The 'Insurance Stamp' Requirement: You cannot just walk into the RMV with your title to register a car. Massachusetts requires you to have an authorized MA insurance agent fill out, stamp, and sign the Registration and Title Application (RTA form) BEFORE you visit the RMV.
⚠️ Tax Warning
Never ignore the local Excise Tax bill. If you fail to pay your annual Motor Vehicle Excise Tax to your municipality, the collector will notify the RMV.
