If you buy a car from a private seller, DO NOT put $1 on the bill of sale to try and avoid taxes. The Illinois Department of Revenue uses Form RUT-50, which calculates your tax based on the vehicle's age and fair market value, completely ignoring fake prices written on the bill of sale.
